Scientific notation conversion

i'm having problem with converting what have to be a text price into a scientific Notation price.

For price = 613609A60, the system layout(cost,"000000000") returns
613609A60, as we might count on.

I use scientific notation converter. It is very handy tool to convert scientific notations.
